Jean Bouchard – Président et membre du Conseil exécutif

M. Jean Bouchard cumule 35 années d'expérience dans les domaines de l’éducation, de la formation et dans le monde des affaires. Il est titulaire d’un baccalauréat en sciences, en éducation physique et une demi-maîtrise en Éducation.  Comme conférencier, il a été invité par plusieurs interlocuteurs internationaux à se prononcer sur les dossiers de leadership, de coaching, de direction d’établissement scolaire et de formation à distance. Jusqu’en 2019, il était formateur à la préparation des nouvelles directions d’école pour l’association des directions franco-ontariennes (ADFO).  

À partir de 2001, M. Bouchard a ouvert plusieurs écoles secondaires de langue française dans la grande région de Toronto où il occupait les postes de direction. En 2010, il a accepté le poste de directeur général du séminaire St-Joseph de Trois-Rivières au Québec. En semi-retraite depuis 2019, il continue d’agir dans le milieu de la consultation et du coaching.

M. Bouchard a joué un rôle important dans la croissance de plusieurs organismes communautaires dans la grande région de Toronto : alphabétisation (fondateur du centre FORA), éducation permanente (fondateur du CEEC-RUISSO) et conseils d’administration (AFRY, Alpha-Toronto, Radio FM communautaire). Homme d’affaires aguerri, il a aussi créé et géré plusieurs entreprises de consultation (Centre linguistique Giguère, Clip Communication et Jean Bouchard Coaching Inc.).  

Jean Bouchard - President and member of the Executive Council

Mr. Jean Bouchard has 35 years of experience in the fields of education, training and in the business world. He holds a bachelor's degree in science, physical education and a half-master's degree in education. As a speaker, he has been invited by several international organizations to speak on issues pertaining to leadership, coaching, school management and e-learning. Until 2019, he mentored school principals for the Association of Franco-Ontarian School Principals  (Association des directions franco-ontariennes - ADFO).

During the first decade of 2000, Mr. Bouchard opened several French-language high schools in the Greater Toronto Area where he held management positions. In 2010, he accepted the position of general manager of the St-Joseph Seminary of Trois-Rivières in Quebec. He is semi-retirement since 2019 and continues to offer consulting and coaching services.

Mr. Bouchard has played an important role in the growth of several French language community-based organizations in the Greater Toronto Area: literacy (founder of the FORA centre), adult education (founder of CEEC-RUISSO) and boards of directors (AFRY- Association des francophones de la region de YOrk, Alpha-Toronto , Community FM Radio). A seasoned businessman, he has also created and managed several consulting companies (Centre Linguistique Giguère, Clip Communication and Jean Bouchard Coaching Inc.).

 Carole Messier-Mirkopoulos – Vice-présidente du CA et Présidente du Comité permanent de financement

Carole est née à Sudbury (Ontario). Elle a effectué ses études primaires et secondaires en français à Sudbury et à Haileybury (Ontario), respectivement. Elle a choisi l’Université de Toronto pour obtenir son baccalauréat en ergothérapie (B.Sc.-OT) ainsi que sa maîtrise en éducation (M.Ed.) avec une spécialisation en mesure, évaluation et applications informatiques.

Elle a travaillé comme ergothérapeute dans différents domaines : réadaptation en milieu hospitalier, centres de réadaptation, soins à domicile, santé mentale, toxicomanie et programmes destinés aux personnes âgées. Elle a également agi comme consultante, animé des ateliers et donné des conférences pour le personnel des services de santé à travers le Canada et les États-Unis. De plus, elle a occupé des postes de leadership au sein et à l’extérieur de sa profession.

Mme Messier-Mirkopoulos a récemment collaboré avec des architectes sur un projet de trois ans visant à convertir un bâtiment patrimonial en appartements pour personnes âgées à Orillia (Ontario). Ses compétences en planification, aménagement et mobilier ont également été mises à profit pour l’établissement du Centre de ressources à l’École secondaire catholique Renaissance, située à Aurora (Ontario).

Carole Messier-Mirkopoulos – Vice-Chair of the board and President of the Permanent Committee of Capital Funds 

Carole was born in Sudbury (ON). She completed her elementary and secondary studies in French in Sudbury and Haileybury (ON) respectively. She chose the University of Toronto for her Bachelor of Occupational Therapy (B.Sc.-OT) and for her Master of Education M.Ed. (Measurement, Evaluation and Computer Application).

She has worked as an occupational therapist in different areas: rehabilitation and rehabilitation in hospitals, rehabilitation centers, home care, mental health, addictions and programs for the elderly. She has worked as a consultant, delivered workshops and conferences for health service personnel across Canada and the United States.  She has held leadership positions in and outside of her profession.

Ms. Messier-Mirkopoulos most recently worked with architects on a three-year project to convert a heritage building into seniors' apartments in Orillia, ON. His skills in planning, layout and furnishing were used to set up the Resource Center at Renaissance Catholic High School (Aurora – ON).

Daniel Niesing – Trésorier et Pésident du Comité permanent de la trésorerie, l'audit et les finances

Fier franco-ontarien, natif de Sudbury, Daniel habite la région de York (ON) avec son épouse et trois filles depuis plus de 27 ans.  Daniel est aussi grand-papa de trois petits enfants. Il est membre actif de la communauté francophone et siège à divers conseils d’administration. Au sein de l’Association francophone de la région de York, il a occupé le poste de trésorier pendant plusieurs années et celui de co-président responsable de la mise-en-œuvre des services en français de la 26ème région désignée en vertu de la Loi sur les services en français de l’Ontario.  De plus, il fut trésorier du conseil d’administration de la Mission catholique Saint-Frère-André et directeur au CA de SciTech, et du Scientific Advisory Board à Science Nord, à Sudbury. 

Fier de s’afficher comme entrepreneur franco-ontarien, son commerce situé à Aurora, est spécialisé dans la vente et l’importation de produits éducatifs.  Enseignant de formation, spécialisé en biologie et en physique, il a œuvré comme éducateur, conseiller pédagogique et consultant pendant plus de 13 ans avant son déménagement dans la région de York. Il a été propriétaire d’une compagnie du domaine de la construction et met ces connaissances de même que ses aptitudes en gestion de projet et à titre d’entrepreneur au profite de la Communauté du Trille blanc.

Daniel Niesing – Treasurer, and President of the Permanent Committee of Treasury, Audit and Finances

Proud Franco-Ontarian, native of Sudbury, Daniel has lived in York Region (ON) with his wife and three daughters for over 27 years. Daniel is also a grandfather of three grandchildren. He is an active member of the Francophone community and sits on various boards of directors. Within the Francophone Association of York Region, he held the position of treasurer for several years and that of co-president responsible for the implementation of French-language services in the 26th designated region under the French Language Services Act of Ontario. In addition, he was Treasurer of the Board of Directors of the Saint-Frère-André Catholic Mission and Director of the Board of SciTech, and of the Scientific Advisory Board at Science North, in Sudbury.

Proud to be a Franco-Ontarian entrepreneur, his business located in Aurora specializes in the sale and importation of educational products. A teacher by training, specialized in biology and physics, he worked as an educator, educational advisor and consultant for more than 13 years before moving to York Region. He was the owner of a company in the field of construction and puts this knowledge as well as his skills in project management and as an entrepreneur to the benefit of the Community of Trille blanc.

Angèle Serré - Secrétaire et Présidente du Comité permanent sur les relations publiques et intergouvernementales

Mme Serré est une fière Franco-Ontarienne, dont les ancêtres remontent aux premiers venus au Canada et en Ontario.  Elle fait partie du peuple Métis et est originaire du Nord de l’Ontario. Elle détient un baccalauréat en Arts, avec concentrations en Droit et Psychologie, ainsi qu’un baccalauréat en enseignement et deux spécialistes : orientation et enfance en difficulté.

Ayant fait plusieurs contrats pour le Ministère de l’éducation en Ontario et le Ontario Principals’ Council (en association avec l’Université Princeton), elle est déménagée à Toronto en 2005 pour œuvrer au sein de l’Office de la qualité et da la responsabilité en éducation (OQRE). Après près de vingt ans dans le domaine de l’enseignement, elle s’est retraitée et poursuis une carrière dans le secteur immobilier. Sa passion pour ce domaine s’est traduite en investissements depuis au-delà de trente ans.

À la table de la Communauté du Trille Blanc elle brille par son engagement, son enthousiasme et sa vision :  vivre dans une communauté, où la culture et le mode de vie évoluent en cohésion avec le dynamisme urbain et la vitalité de la nature.

Angèle Serré - Secretary and Chair of the permanent Committee on Public and Intergovernmental Relations

Angèle Serré, a native and proud Franco-Ontarian and Métis, can retrace her roots to Canada’s and Ontario’s first colonizers from France.  Born and raised in Northern Ontario, she has a Bachelor of Arts degree, with double concentrations in Law and in Psychology, as well as a Bachelor of Education degree, with two Specialists: Guidance and Counselling and Special Education.

After having executed several contracts for the Ministry of Education of Ontario and the Ontario Principals’ Council (in association with Princeton University), she moved to Toronto in 2005 to work for the Education Quality and Accountability Office (EQAO).  After almost twenty years of working in the education sector, Mrs. Serré retired from education and now pursues a career in real estate. Being passionate about the industry, and herself being an investor in real estate for over thirty years, it was a natural transition.

To the Communauté du Trille blanc, Mrs. Serré brings her enthusiasm, dedication, and vision that everyone should live in a community, where one’s culture and lifestyle thrive in cohesion with the vibrancy of the city and the vitality of nature.

 Alain Bagirakandi - Membre du Conseil d'administration

Originaire du Burundi, M. Bagirakandi est arrivé au Canada en 1994.  Il est marié et père de 2 enfants.  Il est détenteur d'un baccalauréat en Économie obtenu à l'Université du Burundi.

Il a commencé sa carrière dans le domaine bancaire depuis 1983, travaillant dans de grandes banques au Burundi puis à la Royale Bank au Canada dans le département du commerce international et enfin à la Banque de Montréal où il travaille depuis 2003 toujours dans le même domaine.

M. Bagirakandi est parmi les membres fondateurs de l'une des toutes premières associations des ressortissants du Burundi résidents à Toronto avec comme mission principale  l'intégration des nouveaux arrivants au Canada. 

Dans ce cadre il a œuvré pour les droits des Francophones auprès des différentes associations francophones de la région de Toronto.

M. Bagirakandi vit à Richmond Hill dans la région de York depuis 1995.  Il est très actif au sein de la Mission Catholique Saint-Frère-André depuis sa fondation.  Il a une passion pour le soccer.  Il s'intéresse aux cultures et la cuisine des nombreuses communautés multiculturelles vivants au Canada.

Alain Bagirakandi - Board member

Originally from Burundi, Mr. Bagirakandi arrived in Canada in 1994. He is married and is the father of 2. He holds a degree in Economics obtained from the University of Burundi.

He began his career in the banking field in 1983, working in large banks in Burundi then at the Royale Bank in Canada in the international trade department and finally at the Bank of Montreal where he has worked since 2003 still in the same field.

Mr. Bagirakandi is among the founding members of one of the very first associations of Burundian nationals residing in Toronto with the main mission of integrating new arrivals into Canada.

In this context, he worked for the rights of Francophones with various French-speaking associations in the Toronto region.

Mr. Bagirakandi has lived in Richmond Hill in York Region since 1995. He has been very active within the Saint-Frère-André Catholic Mission since its founding. He has a passion for soccer.

He is interested in the cultures and cuisine of the many multicultural communities living in Canada.

Betty Durocher - Membre du Conseil d'administration

Mme Durocher est native de Sherbrooke (QC) et mère de deux garçons et de quatre petits-enfants.  Elle est graduée de l’école Marymount High School de Sherbrooke et de l’école technique de Laval, QC. Elle a œuvré dans le domaine de la santé, en radiologie de 1969 jusqu’à 1988 de l’hôpital de Sherbrooke avant de s’adonner au domaine de l’immobilier, à titre de courtier en immobilier au sein de Royal Lepage.

Mme Durocher possède les qualités de pionnière et ses réalisations au sein des communautés qu’elle a habitée sont nombreuses.: fondation de la première garderie et du services « parent secours » pour la ville de St. Basil le Grand; à la suite de son déménagement à Newmarket en Ontario en 1981 elle s’investit en éducation de langue française et se fait élire comme conseillère scolaire au York Region Catholic School Board et présidente de la Section de langue française durant 8 ans. Elle participe à la mise sur pied du réseau des écoles et de garderies dans la région de York à titre de déléguée de son conseil scolaire au sein de l’AFOCSC.  Elle occupe également le rôle de Vice-présidente du York Support Network.

Madame Durocher demeure toujours très active comme agente d’immeuble et engagée comme membre du CA de la Communauté du Trille blanc dans le but d’aider les gens de tout âge à réaliser leur rêve.

Betty Durocher – Board member

Ms. Durocher is a native of Sherbrooke (QC) and mother of two boys and four grandchildren. She graduated from Marymount High School in Sherbrooke and the technical school in Laval, QC. She worked in the field of health, in radiology from 1969 until 1988 at the Sherbrooke hospital before devoting herself to the field of real estate, as a real estate broker with Royal Lepage.

Ms. Durocher possesses the qualities of a pioneer and her accomplishments within the communities in which she has lived are numerous: founding of the first daycare center and the “parents support” services for the town of St. Basil le Grand; Following her move to Newmarket (ON) in 1981, she became involved in French-language education and was elected as a school trustee for the York Region Catholic School Board and President of the French-language Section for 8 years. She participated in the development of the network of schools and daycares in York Region as a delegate of her school board within the AFOCSC. She also served as Vice President of the York Support Network.

Ms. Durocher is still very active as a real estate agent and committed as a member of the Board of the Communauté du Trille blanc in order to help people of all ages achieve their dreams.

Michael Norris - Membre du Conseil d'administration

Michael est un expert chevronné en développement économique communautaire et en gestion de projets liés au logement. Il a joué un rôle clé dans la création de plus de 3 300 unités de logement coopératif, y compris des modèles novateurs pour les aînés. Ancien directeur principal chez ImpactON, il a rédigé l’étude de faisabilité pour la CTB, établissant ainsi les bases pour l’installation de soins de longue durée. En tant que vice-président du Conseil des organismes francophones de la région de Durham, Michael démontre un profond engagement envers le renforcement des communautés francophones. Ses compétences en gouvernance, mobilisation des parties prenantes et planification stratégique représentent des atouts précieux pour soutenir la mission de la CTB. 

Michael Norris - Board Member

Michael is a seasoned expert in community economic development and housing-related project management. He played a key role in supporting the creation of more than 3,300 co-operative housing units, including innovative models for seniors. A former Senior Director at ImpactON, he wrote the feasibility study for CB, laying the groundwork for the long-term care facility. As Vice-Chair of the Council of Francophone Organizations of Durham Region, Michael demonstrates a deep commitment to strengthening Francophone communities. His skills in governance, stakeholder engagement and strategic planning are valuable assets in supporting the mission of the CTB.

Anne Sirois-Niesing – Membre du Conseil d’administration 

Mme Sirois-Niesing a cumulé plus de 35 ans au service de l’éducation en langue française en Ontario d’abord à titre d’enseignante et ensuite à titre de responsable des dossiers pour les services aux élèves de la 7e et 8e année, aux services de l’enfance en difficulté, de la formation des enseignants(es) pour terminer sa carrière à titre de directrice adjointe au palier secondaire. 

À son arrivée dans la région du York, il y a plus de 25 ans, elle a fait une incursion dans le domaine éducatif privé à titre de directrice des services de formation chez LEGO et LASY.  C’est dans le rôle de propriétaire de divers logis à revenus que madame Sirois-Niesing s’est fait la main dans le domaine de l’entreprenariat.

Fière franco-ontarienne, native de Garson, dans la région de Sudbury, elle a aussi évolué dans le domaine artistique alors qu’à un très jeune âge, elle étudiait le ballet russe et dansait avec diverses troupes semi-professionnelles. Ses études universitaires en sociologie et en études de la femme ont précédé sa formation en éducation et l’ont bien outillée pour son rôle de maman auprès de ses trois filles et de grand-maman de trois petits enfants.  Mme Sirois-Niesing s’intéresse particulièrement au développement du cachet intergénérationnel du projet de la Communauté du Trille blanc.

Anne Sirois-Niesing – Board member 

Ms. Sirois-Niesing has accumulated over 35 years with French-language education in Ontario, first as a teacher and then for Student Services in grades 7 and 8, Special Education Services, and teacher training and completed her career as a high school vice-principal.

Upon arriving in York Region 25 years ago, she ventured into the private education sector as Director of Training Services at LEGO and LASY. It is in the role of owner of various income dwellings that Ms. Sirois-Niesing has made her hand in the field of entrepreneurship.

Proud Franco-Ontarian, native of Garson, in the Sudbury region, she also evolved in the artistic field when, at a very young age, she studied Russian ballet and danced with various semi-professional troupes. Her university studies in sociology and women's studies preceded her training in education and equipped her well for her role as mother to her three daughters and grandmother to three grandchildren. Ms. Sirois-Niesing is particularly interested in developing the intergenerational character of the Communauté du Trille blanc project.

 Michel Sorensen -  Membre du Conseil d'administration

Michel est né à Arvida, maintenant appelé Saguenay (QC). Il a fait ses études élémentaires, secondaires, collégiales et universitaires en français au Saguenay QC. Il détient un baccalauréat en Administration des Affaires de l’Université du Québec à Chicoutimi.

Retraité suite à une carrière professionnelle au sein du secteur corporatif de la Banque TD depuis 2018, il est engagé auprès de sa communauté. À titre bénévole, il a assumé la gestion du Club de badminton de Bradford en 2006, ainsi que la gestion du Club de badminton junior de Newmarket depuis 2019. De plus, Michel occupe le poste de président du Georgian Bay District Badminton Association depuis 2016 avec 18 clubs sous sa supervision, en plus de mener à bien les objectifs du conseil d’administration.

Michel Sorensen - Board member

Michel was born in Arvida, now called Saguenay (QC). He completed his elementary, secondary, college and university studies in French in Saguenay. He holds a bachelor’s degree in Business Administration from the Université du Québec à Chicoutimi.

Retired from TD Bank's corporate sector since April 2018, Michel's community involvement began with the management of the Bradford Badminton Club in 2006, as well as the management of the Newmarket Junior Badminton Club in 2019. Moreover, Michel has held the position of President of the Georgian Bay District Badminton Association since 2016 with 18 clubs under his supervision, while also carrying out the objectives set by the GBDBA Board of Directors.

Marie-Lison Fougère - Présidente du comité sur la gouvernance

Marie-Lison Fougère a mené une carrière de 32 ans à la Fonction publique de l'Ontario. À ce titre, elle a occupé un large éventail de postes de haute gestion dans différents ministères et a mené à bien une gamme de portefeuilles touchant les politiques publiques de l'Ontario.  Parmi les dossiers auxquels son apport s'est avéré important, figurent: la création des douze conseils scolaires de langue française, l'introduction de la maternelle et du jardin à temps plein dans les écoles de langue française, la gouvernance autonome de TFO, la création du poste de Commissaire aux services en français, l'accession de l'Ontario au statut d'observateur à l'Organisation internationale de la francophonie, la création de l'université de l'Ontario français et la modernisation de la Loi sur les services en français. 

Mme Fougère a été aussi très active au chapitre des relations fédérales/provinciales et à cet égard, a joué un rôle clé dans la négociation d'ententes de financement dans les secteurs de l'éducation élémentaire et secondaire, de l'enseignement postsecondaire et des services d'emploi et de formation. 

De 2015 à 2023, Mme Fougère a exercé les fonctions de sous-ministre, respectivement, au sein des ministères de la Formation, des Collèges et des Universités, des Services aux aînés et à l'accessibilité, des Soins de longue durée, de la Condition féminine et des Affaires francophones.  Ce faisant, elle a présidé à la mise sur pied et à la gestion opérationnelle du nouveau ministère des Soins de longue durée, ainsi que du ministère des Services aux aînés et à l’accessibilité. 

À titre de sous-ministre, elle a été membre de Comité d'audit interne du gouvernement de l'Ontario et membre de la Commission de la fonction publique de l'Ontario.

Marie-Lison Fougère - President of Governance Committee

Marie-Lison Fougère had a 32-year career in the Ontario Public Service. In this capacity, she held a wide range of senior management positions in different ministries and carried out a range of portfolios affecting Ontario public policy.

Among the issues to which his contribution has proven to be important are: the creation of twelve French-language school boards, the introduction of full-day kindergarten and gardening in French-language schools, the autonomous governance of TFO, the creation of the position of Commissioner for French Language Services, the accession of Ontario to observer status in the International Organization of the Francophonie, the creation of the University of French Ontario and the modernization of the Act respecting services in French.

Ms. Fougère was also very active in federal-provincial relations and in this regard, played a key role in the negotiation of funding agreements in the sectors of elementary and secondary education, post-secondary education and employment and training services.

From 2015 to 2023, Ms. Fougère served as deputy minister, respectively, in the ministries of Training, Colleges and Universities, Senior Services and Accessibility, Long-Term Care, Status of Women and Francophone Affairs. In doing so, she presided over the establishment and operational management of the new Ministry of Long-Term Care, as well as the Ministry of Senior Services and Accessibility.

As Deputy Minister, she was a member of the Ontario Government's Internal Audit Committee and a member of the Ontario Public Service Commission.

Marie-France Lefort  -  Membre du Conseil d'administration

Experte-conseil avec plus de 25 ans d’expérience progressive auprès d’organismes des secteurs public, parapublic et communautaire. Marie-France est en demande à la fois comme animatrice de processus consultatifs et stratégiques, coach, conférencière et formatrice en français et en anglais. Ses clients incluent des organismes à but non lucratif en santé, services sociaux et en éducation, des associations communautaires, ainsi que des ministères et agences du gouvernement de l’Ontario.

Elle est titulaire d’un baccalauréat en sciences sociales (Majeure/Sciences politiques, Mineure/Économie) à l’université de Moncton et d’une maitrise en sciences politiques à l’université du Québec à Montréal.

Marie-France Lefort se spécialise en animation de processus consultatifs et stratégiques, de même qu’en coaching individuel et d’équipe en appui au développement organisationnel. Elle est formée, entre autres, à la technique du forum ouvert et en animation holistique selon l’approche Genuine ContactTM. Elle a obtenu la qualification de formatrice Genuine ContactTM en 2012, et complété une formation en coaching avec le Newfield Network US à l’été 2015.

Marie-France Lefort - Board member

Consultant with more than 25 years of progressive experience working with organizations in the public, parapublic and community sectors. Marie-France is in demand as a facilitator of advisory and strategic processes, coach, speaker and trainer in French and English. His clients include health, social services and education not-for-profit organizations, community associations, and Ontario government ministries and agencies.

She holds a bachelor's degree in social sciences (Major/Political Science, Minor/Economics) from the Université de Moncton and a master's degree in political science from the University of Quebec in Montreal.

Marie-France Lefort specializes in facilitating consultative and strategic processes, as well as in individual and team coaching in support of organizational development. She is trained, among other things, in the open forum technique and in holistic facilitation according to the Genuine ContactTM approach. She qualified as a Genuine ContactTM trainer in 2012, and completed coaching training with the Newfield Network US in the summer of 2015.

Bernard Grégoire  -  Membre du Conseil d'administration

Dirigeant bilingue à l’esprit entrepreneurial, avec un sens approfondi des affaires et expérience au sein de conseils d'administration, notamment dans les secteurs manufacturiers et des infrastructures. Possédant une vaste connaissance des marchés canadien et américain, il a accumulé plus de 35 années d'expérience en tant que président, chef d'exploitation, directeur général et directeur d'usine.

ll est titulaire d’un baccalauréat en génie Industriel à l’école Polytechnique, d’une maîtrise de l’université McGill et d’une certification IAS.A (ICD.D) de l’université de Toronto.

Bernard Grégoire – Board Member

Bilingual executive with an entrepreneurial spirit, deep business acumen and board experience, particularly in the manufacturing and infrastructure sectors. With extensive knowledge of the Canadian and U.S. markets, he has accumulated more than 35 years of experience as President, Chief Operating Officer, General Manager and Plant Manager.

He holds a bachelor's degree in Industrial Engineering from École Polytechnique, a master's degree from McGill University and an ICD certification. A (ICD.D) from the University of Toronto

Lori-Ann Seward, Director
